Section 8 Rental Assistance is a housing assistance program governed by the United States Department of Housing and Urban Development. It was authorized under an amendment to the Housing Act of 1937. The objective of tenant-based Section 8 is to provide direct rental assistance to property owners on behalf of very low-income families so that they may secure decent, safe, and sanitary housing in the marketplace. Assistance payments vary based on family income, the amount of rent charged, and utility costs for the unit. This assistance can continue once the family is employed and can ease the transition from welfare to self-sufficiency. How the Program Works… The HUD program offers rental housing assistance to families and single persons. Eligible participants pay according to income. Applications are taken year round, however, there is a waiting list in every county.(Waiting List is closed indefinitely. Until further notice) Click here to view which county list's are open. Each county's list operates independently of other county lists in the Housing Authority's jurisdiction. Families are selected from the waiting list based on date and time of application. To be eligible for rental assistance, an applicant must: | | Be a "family" as defined in the HSI Administrative Policies; | | | Have an annual income at or below 50% of the area median income | | | Furnish a social security number for all family members over 6 years of age; and | | | Furnish evidence of citizenship or eligible immigrant status. |
Once eligibility, income, and family circumstances are verified, the applicant receives a certificate or voucher and is advised how to locate suitable housing. Prospective housing is inspected for compliance with housing quality standards as established by the Housing Authority before the Housing Assistance Payment Contract is executed with the owner. Rental assistance payments are mailed directly to the landlord. Participant Responsibilities | | Provide or assist with verification of income and allowances, status of household members, and other required information requested by the Housing Authority; | | | Not engage in fraud, criminal activity, or illegal drug activity while waiting for or residing in assisted housing; | | | Abide by all rules and regulations of the approved lease agreement, lease addendums, certificate, or voucher; and | | | Maintain housing in sanitary conditions, maintain all utilities and appliances not included in the lease agreement, and correct any damages caused by the family or any guests that cause the unit to fail Housing Quality Standards. |
Property Owner Responsibilities | | Maintain property, make periodic inspections, and perform necessary repairs with reasonable promptness; | | | Charge rent according to the terms of the Housing Assistance Payments Contract and collect the tenant's portion of the rent; | | | Screen prospective tenants and provide referrals to other landlords as requested; and | | | Perform evictions when necessary. |
